Explanation:
The Office of Communications, Marketing & Economic Development (CMED) requires an agreement with a qualified firm to support the launch and ongoing services for a City-wide Outdoor Banner Program. The purpose of the program is to promote City services, events, happenings, business districts and information throughout the City. Additionally, the banner program will help to beautify major corridors and create a stronger sense of community through place-making. As additional Complete Streets, including transit, cyclist, pedestrian and other multi-modal improvement projects are constructed, opportunities for the installation of street-pole banners are becoming more available City-wide.

This resolution recommends that Brandano Displays, Inc., be approved for a three-year term with option to extend for an additional two years to take general inventory and assessment of the City's current supply of banner arms, document and create a map that indicates the physical location of each street light pole, the banner arm type, arm size and size of the banner span as well as the ownership of the pole. This will also include both Community Redevelopment Agency (CRA) Districts. Additional services include consulting with the City on the procurement of replacement arms, couplings and necessary parts; installation, removal, replacement, emergency removals and disposal services for banners and equipment; and banner storage.
