Explanation:

City Commission approval is requested to execute a five-year agreement with Vision Service Plan (“VSP”) for vision insurance services for the period January 1, 2027 through December 31, 2031. Following a Request for Proposals and the evaluation of proposals and Best and Final Offers, the City’s benefits broker, The Gehring Group recommends VSP for its flat premium, strong provider network, favorable plan design, additional communication support, and minimal member disruption. VSP proposed an annual premium of $319,399.00 with rates guaranteed through December 31, 2031. The requested annual authorization of up to $351,339.00 includes a 10% contingency for potential increases in employee enrollment.

 

The voluntary vision insurance program is funded entirely by participating City employees, retirees, and Hollywood Housing Authority employees, with no premium contribution from the City. The City will establish a Purchase Order in an estimated amount of $5,000 to remit premiums collected from Hollywood Housing Authority employees and certain directly billed retirees.

 

 

Fiscal Impact:

Funding for the purchase of vision insurance will be available in the FY 2027 Operating Budget in account number: 558.112006.51900.591990.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
