Explanation:
Pursuant to Resolution No. R-CRA-2019-35, the Community Redevelopment Agency ("CRA") has established the Mural Only Program ("MOP") which provides for the use of tax increment funds to leverage private investment for on-site improvements including painted murals only in the Downtown and mosaic murals in both the Beach and Downtown CRA districts.

Pursuant to Resolution No. R-CRA-2023-31, the MOP was previously amended to increase reimbursement thresholds for both CRA Districts.

In 2019, a Mural Review Committee ("MRC") was established for the purpose of approving the design of murals submitted through the MOP application process based on review criteria outlined in Resolution No. R-CRA-2019-35.

The Beach Mural Review Committee is comprised of the following members:
- District 1 Commissioner (CRA Board Member)
- Executive Director Of The CRA Or Designee
- Executive Director Of The Art And Culture Center Or Designee

The Downtown Mural Review Committee Is Comprised Of The Following Members:
- District 2 Commissioner (CRA Board Member)
- Executive Director of the CRA or Designee
- Executive Director of the Art and Culture Center or Designee

In an effort to streamline all city-wide public art approvals, the CRA desires to amend the MOP review process by replacing the MRC for both CRA districts with the city's Public Art Review Committee so that mural designs submitted as part of the MOP application process can be reviewed and approved solely by the City's Public Art Review Committee.
