Staff Recommends: Approval of the attached Resolution.


Explanation:
The latest policy was approved in 2012 and amended in 2017 to add the residential ballot requirement for the renaming of streets.

The City Manager appointed a committee consisting of the City Clerk, Civic Affairs Administrator, City Attorney, Police Chief and Director of Communications, Marketing and Economic Development (CMED) to review the policy. Based on this review, the committee offers the following recommendations:

- Streamline procedures to provide clarity on requirements by rearranging, removing or revising existing language, especially for the residential ballot requirement for the renaming of streets
- Remove duplicate language
- Change the name and clarify the role of the Naming Review Committee on evaluating applications only
- Exclude new developments that require a site plan review from the policy requirements
- Limit naming consideration to names of deceased individuals
- City Engineer shall review proposed name to verify no duplication of streets
- Remove the Signature Bricks Program from the policy
- Remove Memorials from the policy
- Remove the Veterans Memorials Plaques from the policy
- Clarify fees and how they are applied to costs
- Increase fees to better cover costs for administrative review, notification, materials and installation


Fiscal Impact:
Approval of this Resolution will not fiscally impact the City.
