Explanation:
Background
Ordinance O-76-25, adopted on March 3, 1976, established the Hillcrest Planned Unit Development (PUD). The approximately 260-acre development permitted 2,355 residential units and a country club containing both a 9-hole and 18-hole golf course. Since its original adoption, the PUD has been amended several times to accommodate new phases of development. In 2006 and 2009, the City Commission approved a Land Use Plan Amendment and subsequent PUD amendment allowing Phase II of the Final Site Plan with 645 residential units to be built in areas previously designate for the country club. This action brought the permitted total to 2,944 residential units within Hillcrest.
In 2013, Ordinance O-2013-11 approved the Championship Academy (Pre-K through Grade 8) at 1101 Hillcrest. As part of that approval, the Academy was required to provide 24 dedicated staff parking spaces. In 2016, the school was expanded to Pre-K through Grade 10; however, the parking condition remained unmet. The current site plan now provides the required 24 spaces, which will be reserved exclusively for school staff on weekdays between 7:30 a.m. and 4:30 p.m., and available to Hillcrest residents and their guests outside of school hours.
In 2016, the developer submitted an affidavit confirming that Hillcrest contained 2,299 units prior to the Phase II 645-unit build-out, which brought the total to 2,944 units. This figure has been confirmed through multiple sources, including the developer's affidavit, the Broward County Pla...
