Explanation:
The Police Department desires to purchase an automatic license plate recognition (LPR) system and associated equipment which is designed to capture and process images of license plates and to check against a database of known plates as part of the Homeland Security and Public Safety emergency Preparedness.
The LPR system consists of two (2) Mobile LPR 2-camera systems, three (3) MERC-LPR 2-camera fixed LPR speed trailer with programmable LED speed signs and software.
The requested automatic license plate recognition system and associated equipment are available from Safeware Incorporated of Landover, Maryland pursuant to the U.S. Communities Contract No. 440001839 and RFP No. 11-205753-10 and Safeware, Inc has agreed to provide the specifically requested automated license plate recognition system under similar pricing, terms and conditions.
Section 38.40(C)(5) of the City's Purchasing Code allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination t...
