Explanation:
On April 29, 2019, the City advertised RFQ No. PR-19-018 on Bidsync pursuant to Section 287.055, Florida Statutes, entitled “Consultants’ Competitive Negotiation Act” and the City’s Purchasing Ordinance, requesting statements of qualifications for architectural/engineering design services for the Hollywood Beach Golf Course renovation and Clubhouse construction.
On August 28, 2019, the City Commission passed and adopted Resolution No. R-2019-229, ranking architectural/engineering firms and authorizing the appropriate City officials to negotiate and execute an agreement with the highest ranked firm, and if negotiations failed, then the appropriate City officials were authorized to terminate negotiations with that firm and commence negotiations with the next highest ranked firm and execute an agreement, if possible.
Although City staff attempted to negotiate an agreement with the highest ranked firm, various issues arose with regard to the firm’s qualifications and the parties’ interpretation of the intent of the RFQ.
Based upon these facts and circumstances, administration recommends that the City Commission authorize the appropriate City officials to cancel RFQ No. PR-19-018. A subsequent solicitation(s) will be reissued on this project.
