Staff Recommends: Approval of the attached Resolution


On November 11, 2023, artist Stephanie Cunningham presented Project P-2023-093 to the City Commission, proposing a conceptual design for a COVID-19 Memorial initially planned for installation at Kiwanis Park. The Commission directed staff proceeding with project implementation

Subsequently, Community Development Block Grant ("CDBG") funds were identified as a potential funding source. However, Kiwanis Park was found ineligible for CDBG funding. After reviewing alternative City park sites, Bob Butterworth Park was selected due to its eligibility for CDBG use and its suitability for the memorial. This location change was fully supported by the artist.

The project design required additional structural and wind load calculations not included in the original concept. Bermello Ajamil & Partners, Inc. was retained under the City's continuing architectural services contract to prepare the necessary permit-ready construction documents.

On May 8, 2025, the City issued Invitation for Bids IFB-312-25-WV ("IFB-312-25-WV") via www.Opengov.com.

Only one bid was received in response to the IFB-312-25-WV, and the pricing exceeded the anticipated Project budget, triggering Davis-Bacon Act requirements under applicable CDBG thresholds. IFB-312-25-WV was cancelled

On June 25, 2025, the City re-advertised the Project IFB-333-25-WV for the COVID-19 Memorial at Bob Butterworth Park on www.Opengov.com.
