Staff Recommends: Approving the attached Ordinance.

 

Explanation:

On June 19, 2019, during a Special Commission Meeting, the City Commission authorized City Staff to negotiate a new contract with Waste Pro USA.  City staff and Waste Pro USA agreed on the terms of a new 10-year contract.  The City Commission adopted Resolution No. R-2019-240 and the new contract took effect on October 15, 2019.

 

Under the current contract, Waste Pro USA provides yard waste collection services in alleyways and curbside, collecting and hauling from approximately 34,659 households in Hollywood once a week for yard waste, at a four (4) cubic yard maximize size.

 

Unbundled and/or unbagged yard waste material, including leaves, grass clippings, small twigs, or other vegetative debris promotes flooding and contaminates our stormwater management system.  Immediately after rain events, the unbagged and unbundled material may be deposited into our storm drains possibly creating floods and potentially harming the environment by illicit discharge into nearby waterways.

 

Due to these concerns, staff recommend modifying the City’s regulations to require the use of standard trash bags for yard waste collection, as well as other regulation changes related to current operational practices.

 

 

Fiscal Impact:

Approval of this ordinance will not fiscally impact the City as this is a proposal to update the regulations to be consistent with the City’s collection services operations.
