Explanation:
The City Commission, on March 16, 2022, by a 5/7 majority, voted to exempt itself from the naming procedural requirements for the naming of the Liberia Neighborhood Network Center Facility at 2207 Raleigh Street.
The Liberia Neighborhood Network Center Facility is used by the City to provide services to the Liberia neighborhood and is located at 2207 Raleigh Street.
Officer Frankie M. Shivers was shot on September 5, 1982 while attempting to assist a woman who was involved in a car accident from a burning vehicle. While Officer Shivers was trying to save the woman’s life, the woman grabbed Officer Shivers’ revolver and shot her several times. Officer Shivers died the following day.
Officer R.D. Sanders was the first black Police Officer for the City. He was hired on January 1, 1951, and retired on September 7, 1974, after 23 years with the Police Department. Officer R.D. Sanders’s first name was the initials, “R.D.,” and he later picked up the nicknames “Jay” and “Jake”.
The City Commission desires to honor Officer Frankie M. Shivers and Officer R.D. Sanders by naming the Liberia Neighborhood Network Center Facility, located at 2207 Raleigh Street, as the “Officer Frankie M. Shivers and Officer R.D. Sanders Neighborhood Network Center”.
Fiscal Impact:
Approval of this Resolution will not fiscally impact the City.
