SECOND READING:
The second reading includes an updated ordinance that replaces the name of the program from “Hollywood Beach Hotel Density Bonus” to the “Tourism Incentive Density Entitlement (TIDE) Program” The Florida Commerce letter dated August 17, 2026, and response from other notified agencies advised the City of Hollywood that there is no objection to the proposed comprehensive plan amendment. This approval from the state provided a technical assistance comment. The comment addressed the proposed text amendment to the Coastal Management Element, with the agency advising that “once the Bonus Program is established in the ZLDR, FloridaCommerce recommends that the City specify how much of a bonus could be granted at the discretion of the City Commission within the comprehensive plan.” Staff has acknowledged this comment, and The Tourism Incentive Density Entitlement (TIDE) Program is specifically proposed within the accompanying Beach Overlay District Zoning Amendment. It is within the Zoning and Land Development Code that the standards of the bonus will be established. Accordingly, staff recommend no changes necessary at this time pertaining to the comments from the State Land Planning Agency.
