Explanation:
The City of Hollywood has historically disposed of treated effluent from its Southern Regional Wastewater Treatment Plant through a combination of water reclamation and reuse, deep injection wells, and discharge through an ocean outfall.

The project directly supports the City's compliance with Section 403.086(10), Florida Statutes, which establishes statewide requirements to reduce and ultimately eliminate routine discharges of secondarily treated wastewater through ocean outfalls. This statute requires municipalities to meet specific milestones, including modifying the use of ocean outfalls by December 31, 2025, achieving cumulative reductions in phosphorus and nitrogen, and eliminating routine ocean discharges except under limited peak wet weather conditions. The Deep Injection Wells No. 3 and No. 4 project is a key component of the City's strategy to meet these statutory obligations by diverting treated effluent to deep injection wells.

On November 26, 2019, the Department of Public Utilities advertised a request for statements of qualifications for design and construction administration services for the project in accordance with Section 287.055, Florida Statutes (Consultants' Competitive Negotiation Act) and the City's Procurement Code.
