Explanation:
This Resolution re-allocates $194,000.00 in CDBG-CV funding previously allocated to Planning and Capacity Building and Business Assistance, to be re-allocated to provide Homeless Services and Public Services, subsequent to a public hearing that allowed citizens to comment on the re-allocation of funds. This funding re-allocation is in consideration of the lack of current widespread business assistance need due to COVID impact. Additionally, the services listed under Planning and Capacity Building are no longer a priority due to timing of the expenditure and requirements of the funding source. Currently, the immediate need to address homeless services is a priority. Staff recommends allocating CDBG-CV funds as follows:

CDBG-CV Tolemi - Planning and Capacity Building $144,000.00
CDBG-CV Business Assistance $ 50,000.00
Total $194,000.00
Transfer to:
CDBG-CV Homeless Services $164,000.00
CDBG-CV Public Services $ 30,000.00
Total $194,000.00
Fiscal Impact:
Funding will be made available in Fiscal Year 2023 Operating Budget as detailed in Exhibit 1, subject to approval of this resolution.
