Explanation:
The Local Housing Assistance Plans have been created to support housing rehabilitation, first time home ownership, acquisition, emergency repairs, disaster recovery assistance, and program administration.
State of Florida Fiscal Year 2014-2015 requires that 20% of the allocation must serve persons with special needs, with priority for persons with developmental disabilities.
The Center for Independent Living specializes in services to the special needs community including those with developmental disabilities.
Staff represents that it is not in the best interest of the City to go through a competitive bidding process, because the Center for Independent Living is uniquely qualified to evaluate the current housing needs of a special needs client and has the ability to predict continued deterioration associated with particular disabilities and is presently providing barrier free housing services on behalf of Broward County.
Section 38.40(C)(8) provides that when the City Commission declares by a unanimous vote that competitive bidding and competitive proposals are not in the best interest of the City, such purchases are exempt from the competitive bidding and competitive proposal requirements.
