Explanation:
Since 9/11, the United States Federal Government, the American Water Works Association, and water utilities across the United States have worked together to protect the approximately 153,000 public drinking water systems in the United States. In 2002, Title IV Drinking Water Security and Safety amended the Safe Drinking Water Act under the Public Health Security and Bioterrorism Preparedness and Response Act, to require community water systems serving a population of more than 3,300 to conduct an assessment of the vulnerability of its system to a terrorist attack, and to prepare an emergency response plan.

Since 2002, the water sector's approach to addressing risks has evolved significantly to address other risks and threats including natural hazards and cyberattacks. The America's Water Infrastructure Act of 2018 ("AWIA") mandates that each water system serving over 3,300 people must assess the risks to, and resilience of, its water system. This Risk and Resilience Assessment ("RRA") is based on an all-hazards approach and evaluates plant and distribution system infrastructure, monitoring, financial infrastructure, use and handling of chemicals, operation and maintenance, capital, and operational needs as well as cyber security. Additionally, utilities are required to update their Water Infrastructure Emergency Response Plan ("ERP") to include the findings of their RRA.
