Explanation:

The Department of Public Utilities ("Department") has the responsibility for planning, regulating, designing, constructing, operating, and maintaining a stormwater system, comprised of catch basins, drainage pipes, exfiltration trenches, outfalls, retaining ponds and stormwater pump stations within the City's corporate limits. A Stormwater Master Plan is necessary to most effectively fulfill the City's responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to its residents, accommodate growth and economic development, and protect public health, safety and the environment.

On December 2, 2020, pursuant to Resolution No. R-2020-320, the City Commission approved the professional engineering services agreement with CDM Smith, Inc. ("CDM") in an amount of $4,703,712.00, which included a fee in the amount of $2,075,655.00 for Phase 1 of the project and estimated fee in the amount of $2,628,057.00 for Phase 2.

Phase 1 of the Stormwater Master Plan is complete and the Department needs to proceed to Phase 2. The fee for Phase 2 was re-negotiated to $2,345,974.00 based on results from the work of Phase 1.
