Explanation:
The Department of Public Utilities ("Department") is requesting the services of DXP Enterprises, Inc. dba Arroyo Process Equipment A DXP Company ("Arroyo") to proceed with the repairs on the oxygenation train #3 mixers at the Wastewater Treatment Plant. Train mixers are used to sustain the microorganism population by ensuring a uniform distribution of oxygen in the mixed liquor, which consists of a combination of influent raw sewage and return activated sludge from the clarifiers. The consistent oxygenation provides the appropriate conditions for microbial growth, which is essential for the biological treatment process.
Oxygenation train unit #3 has four individual channels that are each in need of some form of repair and restoration. These repairs include but are not limited to: Unit 3-1 rags removal, Unit 3-2 drive and shaft repair, Unit 3-3 rags removal, cut lower shaft and upper shaft inspection, Unit 3-4, rags removal and sealing gasket replacement. All repairs are essential to the efficient operation of Unit #3 and the overall wastewater treatment processes and compliance.
Notice to Sole Source Number NTSS-309-25 was posted electronically on OpenGov from April 17, 2025, through April 24, 2025, and received no inquiries.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of a Purchase Order to Arroyo to proceed with the necessary repairs in an amount up to $318,034.00.
