Explanation:
On March 12, 2019, the City held a Special Election where a majority of voters decided to fund a variety of Citywide public improvement projects to be funded by a General Obligation Bond ("GOB"), and the New Police Headquarters Project was one of the projects approved by the voters.

The New Police Headquarters project has now completed the design phase, received site plan approval, and has moved into the construction phase. The Construction Management at Risk contract has been approved by the City Commission. It is in the interests of the City to have an independent third party provide materials testing for the project to ensure that the construction materials and methods meet the requirements detailed in the construction documents.

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various firms, one of them being Professional Service Industries, Inc. ("PSI"), to provide geotechnical, materials testing, special and threshold inspections services.

The Department of Design and Construction Management ("DCM") requested a proposal from PSI to provide materials testing services for the New Police Headquarters Project. The scope of work for the project includes all required construction materials testing.
