Explanation:
On February 14, 2019, the Broward Metropolitan Planning Organization ("MPO") approved the Broward Complete Streets Master Plan Program ("CSMP"). North 29th Avenue Project from Sheridan Street to Stirling Road is identified as a high ranking project on the list of CSMP Projects. The project will include:
* Lane elimination
* Pedestrian lighting
* Wider sidewalks with pavers
* Dedicated center turn lane
* Buffered bike lane with plastic delineators
* Milling and resurfacing
* Possible landscape opportunity areas (furnishing zone) between sidewalk and bike lane
Historically on CSMP projects, Florida Department of Transportation (FDOT) would complete and fund the design, construction and construction engineering and inspection (CEI) of the project, and the municipalities would only be responsible for the none-CSMP eligible items referenced as "contingency". These items could include any number of improvements such as landscape and irrigation or underground utility adjustments etc.
Recently MPO & FDOT have changed their policy and are transitioning into cities delivering the projects. Under the new regulations, the MPO will cover the costs for design and CEI for any programmed and future off system LAP projects. The City will need to upfront costs for design, CEI, and construction which will be reimbursed at a determined frequency. The City will still be required to budget a contingency fund for these projects. Cities are required to utilize the "Local Agency Program" (LAP) to administer and complete all phases of these projects.
