Staff Recommends: Approval of the attached Resolution.

Explanation:

The 56th Ave. Wall Project is a critical initiative for the surrounding community. The Department of Design and Construction Management (“DCM”) has determined that an architectural and engineering firm is necessary to provide design services for the project.

Kimley-Horn and Associates, Inc. (“KHA”) currently has a Continuing Services Agreement with the City for engineering services, approved by the City Commission under Resolution No. R-2021-208 on September 1, 2021.

DCM has negotiated a project scope and fee with KHA for an amount up to $77,563.00. Staff has reviewed and determined this amount to be fair, reasonable, and in line with industry standards.

To move forward, DCM seeks an Authorization to Proceed (“ATP”) with KHA for this project. Under this ATP, KHA will provide architectural and engineering services, including the development of design criteria for construction documents, which will be used in the procurement process.

As the City is utilizing KHA for multiple projects, total payments to the firm have exceeded $100,000.00 for Fiscal Year 2025. Therefore, City Commission approval is required for additional payments per Section 38.38 of the Procurement Code.

Fiscal Impact:

Funding for this project was included in the amended FY 2025 Capital Improvement Plan, and is available in account number 334.179901.54100.563010.001847.000.000.
