Explanation:
The Florida Department of Transportation ("FDOT") certifies local agencies to administer federally funded transportation projects through the Local Agency Program ("LAP").

Various elected officials from the Cities of Hollywood, Pompano Beach and Plantation (Founding Members), have been working with the Broward Metropolitan Planning Organization ("BMPO") to create an entity that may be LAP certified to assist in completing some of the federally funded projects within their respective jurisdictions on as-needed basis. As a result, the development of the Metro Transportation Engineering & Construction Cooperative ("MTECC") has been discussed with the idea that if LAP certified, the agency would be able to administer some of the tasks related to construction of the federally funded projects for the Cities.

On October 20, 2021, City of Hollywood City Commission passed Resolution R-2021-268 to enter into an interlocal agreement with MTECC, however going through the approval process, changes have been made to terms of the original agreement. These changes include reducing the number of Founding Members from five to three, and removing the MTECC Executive Director's dollar threshold authority to bind execution of contract/task work orders, as to not define the MTECC Executive Director's authorities in the ILA.
