Explanation:

 

City staff have determined that updating these rates and fees is necessary to ensure a more stable flow of revenue to the City. Additionally, the City needs additional revenue to support critical infrastructure upgrades and expansions, as well as compliance with state and federal regulations.

 

 

Fiscal Impact:

The rates, charges, and fees established in the attached Exhibit “A” shall take effect on October 1, 2026, and be amended each October 1st thereafter through 2030. The FY2027 water rate increase of 25.00% and wastewater rate increase of 28.25% will generate additional annual rate revenue of approximately $24.1 million in FY2027. The FY2028 water rate increase of 25.00% and wastewater rate increase of 28.25% will generate additional annual rate revenue of approximately $30.6 million in FY2028. The FY2029 water rate increase of 25.00% and wastewater rate increase of 28.25% will generate additional annual rate revenue of approximately $38.9 million in FY2029. The FY2030 water rate increase of 2.50% and wastewater rate increase of 5.75% will generate additional annual rate revenue of approximately $7.7 million in FY2030. The FY2031 water rate increase of 2.50% and wastewater rate increase of 5.75% will generate additional annual rate revenue of approximately $8.1 million in FY2031.
