Explanation:
Broward County offers municipalities the ability to enter into Interlocal Agreements ("ILA") to provide building code services by Broward County's Building Code Services Division of Environmental Protection and Growth Management Department. This service is known as Guaranteed Partial Service ("GPS").
In 2019, the City entered into an ILA for this service. Although this service was not used, having it on hand ensures maintaining quality customer service and proper preparation to address industry ebbs and flows and/or natural disasters. As such, staff recommends renewing this agreement. Although the Agreement expired on April 1, Broward County agreed to consider this a renewal if approved at the next available City Commission Meeting.
If approved, the ILA will be for five years under the same terms and conditions as the 2019 ILA (attached).
Background:
Several cities in Broward County have opted to establish this relationship in order to accommodate periods of high demand. These periods include times of major natural events such as hurricanes. In the aftermath a major hurricane it could become necessary for the City to enlist the assistance of the County in meeting an unexpectedly high demand for building services. Similarly, as the economy continues to improve, the level of development activity is also expected to continue to increase.
Employment positions, whether public or private, continue to be in high demand with limited availability of qualified candidates. As such, renewing this ILA is another resource for the City to tap into for qualified, already licens...
