Explanation:
The Department of Public Utilities ("DPU") maintains and operates a 59.5 million gallons per day Water Treatment Plant ("WTP"). Although the WTP utilizes membrane reverse osmosis and nanofiltration, the best available technology for Per- and Polyfluoroalkyl Substance ("PFAS") removal, conventional lime softening treatment is also used at the WTP and does not remove PFAS.

PFAS are a group of manufactured chemicals that persist in the environment and can migrate into soil and water, including drinking water sources. PFAS have been detected in multiple WTP wells. EPA regulations require that PFAS compounds be removed to below the regulatory limits of four parts per trillion within five years from final issuance of the rule, issued April 2024, for a required completion date of March 2029.

Department staff require assistance in determining the optimal final treatment configuration to reduce PFAS levels below the regulatory limit of four ppt.

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for WTP and South Regional Waste Water Treatment Plant Projects, one of the firms being Hazen and Sawyer, P.C. ("H&S").
