Explanation:
The Department of Public Utilities ("Department") needs to relocate water, sewer, and irrigation mains to facilitate the future construction of stormwater pump stations along A1A by the Florida Department of Transportation ("FDOT"). The FDOT pump stations will be installed to help mitigate flooding and ensure evacuation routes are passable. Gannett Fleming, Inc., and Department staff completed the design, permitting, and bidding phases of this project.
Section 38.43 of the Procurement Code states that when the estimated annual cost of goods, supplies, materials, equipment, or services exceeds $50,000, a formal solicitation process shall be completed that may result in a written contract(s) and/or purchase order(s), after due public notice inviting bids or proposals.
On March 17, 2025, Invitation to Bid Number IFB-300-25-AR was electronically advertised on OpenGov to solicit the desired construction services in accordance with Section 38.43(A) of the Procurement Code. Bid No IFB-300-25-AR was electronically opened on April 21, 2025, with the following results:
