Explanation:
Florida Department of Transportation ("FDOT") had installed tidal control devices, namely flap gates along A1A from Magnolia Terrace to Jackson Street. FDOT has determined that these flap gates are not performing as intended. In addition to the five inline check valves for outfalls along A1A, the Department of Public Utilities has determined it is necessary to purchase additional inline check valves for the Lakes area.
The Department of Public Utilities investigated what type of tidal control devices work best in other coastal municipalities such as City of Fort Lauderdale and City of Miami Beach. Department of Public Utilities staff determined that the Wapro inline check valve performed satisfactorily.
Tidal flooding is a life safety hazard, causes loss of property and affects businesses along A1A and in the Lakes area.
Section 38.40 (C) (8) of the Code of Ordinances provides that purchases of, and contracts for, supplies or contractual services, when the Commission declares by a five-sevenths affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, are exempt from the competitive bid and competitive proposal requirements of the Purchasing Ordinance.
The Director of Public Utilities and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of the attached purchase order to Wapro, Inc. to purchase five Wapro inline check valves (2- 30 inch, 2-36 inch and 1- 42 inch).
