Explanation:
In 2006, the Environmental Protection Agency promulgated a National Primary Drinking Water Regulation, the Ground Water Rule (GWR), to provide for increased protection against microbial pathogens in public water systems that use ground water sources. The City of Hollywood Water Treatment Plant (WTP) uses ground water sources exclusively.

Under the GWR, the WTP must conduct increased source water monitoring and it is subject to more stringent public notification and boil water order requirements in the event a fecal indicator is detected in the source water.

The WTP purchases a portion of the raw ground water treated by the plant from Broward County's South Regional Brian Piccolo Park Wellfield and the City cannot implement measures to help prevent the presence of fecal indicators in this water.

The GWR provides public water systems with the option to implement, or demonstrate to the State of Florida, that virus treatment of ground water is being provided to reliably achieve 99.99 percent (4-Log) inactivation or removal of viruses.

Public water systems that implement 4-Log inactivation or removal of viruses are not subject to a boil water order requirement in the event a fecal indicator is detected in the source water.

On November 29, 2017, the Florida Department of Health approved the City of Hollywood conceptual demonstration of 4-Log Virus Treatment.
