Explanation:
The Department of Public Utilities ("Department") Southern Regional Wastewater Treatment Plant ("SRWWTP") uses liquid chlorine to treat and disinfect wastewater before discharge. This step in the treatment process is required to comply with public health and safety regulations and the SRWWTP's operating permit.
The Department and the Office of Procurement and Contract Compliance ("Procurement") prepared a bid to solicit qualified vendors to supply and deliver the needed one-ton cylinders of liquid chlorine. On October 17, 2024, Invitation for Bids No. IFB-243-25-JJ ("IFB") was electronically advertised on OpenGov. On November 14, 2024, two bids were received electronically and opened with the following result:

The Department and Procurement staff thoroughly evaluated the bids and Brenntag Mid-South, Inc. ("Brenntag") was determined to be the lowest responsive and responsible bidder.
The Department Director and the Chief Procurement Officer recommend approval of the attached Blanket Purchase Agreement ("BPA") for 375 tons of liquid chlorine with Brenntag in an estimated annual amount up to $704,625.00 from January 15, 2025, to January 14, 2028, with two optional one-year renewals.
Fiscal Impact:
A portion of the funding for this BPA is available in the FY 2025 Operating Budget in account number 442.400601.53600.552330.000000.000....
