Explanation:

The passage of the City’s General Obligation Bond in March of 2019 included Neighborhood Sound Walls along sections of Hollywood Boulevard and North 46th Avenue.

 

In planning for the GOB projects, Continuing Services Contracts, procured pursuant to §287.055 F.S., the Consultants Competitive Negotiation Act, were secured for engineering services. Resolution R-2018-400 approved continuing services contracts with five firms, including Craven Thompson and Associates, Inc.

 

On October 10, 2020, the appropriate City officials approved the execution of a design contract with Craven Thompson and Associates, Inc. for the engineering design development and construction documents for the Neighborhood Sound Walls Project in an amount not to exceed $39,815.00, in accordance with the City’s Procurement Code for contracts not requiring City Commission approval due to smaller contract values.

 

The scope of work includes a new perimeter wall along the properties on Hollywood Boulevard, starting east on Pines Boulevard and N. 72nd Avenue to the west line of McArthur High School.

 

The new perimeter wall along the properties on the east side of N. 46th Ave, from N. Hills Drive to Stirling Road, is currently in the final phase of construction. The construction contract for this phase was approved by the City Commission, under Resolution R-2022-111, in a lump sum amount of $259,399,90.

 

The construction scope of work for the project was advertised on www.bidsync.com on February 9, 2022, with the bid solicitation number IFB-4713-22-OT- Neighborhood Sound Walls Project and, on May 15, 2022, the Office of the City Clerk received one bid response:

The Department of Design and Construction Management staff reviewed and evaluated the bid response from MBR Construction, Inc. in accordance with Section 38.43(F) of the City’s Procurement Code and, after evaluation, MBR Construction, Inc., was determined to be the best value for the Hollywood Boulevard Neighborhood Sound Wall.

 

Staff recommends the City Commission award this contract to MBR Construction, Inc. in the amount of $1,190,410.15 for the Hollywood Boulevard segment.

 

 

Fiscal Impact

Funding for this project was included in the amended FY 2023 Capital Improvement Plan, and is available in account numbers 333.149901.54100.563010.001183.000.000, and 334.179901.51900.563010.001183.000.000.
