Explanation:
The Department of Public Utilities (“Department”) intends to submit a loan application for the Florida Department of Environmental Protection State Revolving Fund (SRF) for the Emergency Bar Screen Bypass project (“Project”). Florida Administrative Code requires authorization by City Commission to formally adopt a facility plan outlining the necessary Emergency Bar Screen Bypass facility improvements to comply with State of Florida funding requirements.
Formal adoption of the proposed Facility Plan is required for the City of Hollywood to participate in the State Revolving Fund (SRF) Loan Program. The City Commission of the City of Hollywood Florida agrees with the findings and summary of the necessary improvements as outlined in the Facility Plan for the purpose of Emergency Bar Screen Bypass facility improvements.
The Department evaluated various long-term options to prevent bar screen failure and clogging and determined that installation of a Bar Screen Bypass would provide a reliable and flexible means of preventing future bar screen clogs during heavy sewage inflow events. The failure and subsequent clogging of the bar screens can cause sanitary sewer overflows, negatively impacting public health.
The City of Hollywood has requested $13,600,000 from the Florida Department of Environmental Protection State Revolving Fund (SRF) program.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this approves the adoption of the Emergency Bar Screen Bypass facility plan.
The Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this adoption.
