Explanation:
The City conducted its last rate study in FY 2013 and implemented water rate Ordinance Number O-2013-19 and sewer rate Ordinance Number O-2013-20 and the City Commission wants to move forward with sewering the remainder of the City and to meet the State requirement to close the Ocean Outfall, which requires installing two new deep injection wells, it is necessary to conduct a new rate study.
The Department of Public Utilities requested a proposal from Lighthouse Utility Consulting to provide consulting services with regard to various water and sewer rates, financial analysis and revenue projections, various financial reports, installation and training on a rate model to be used for all rate studies and financial projections and true-up report and other services as detailed in RFQ 4464-15-RL.
The City Commission selected Lighthouse Utility Consulting to provide consulting services to the City pursuant to Resolution Number R-2015-250.
Lighthouse Utility Consulting and the City have an existing Professional Services Agreement for Consulting Services dated November 16, 2015.
Administration recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. LH-18-03 with Lighthouse in the amount of $115,566.00.
It is necessary to amend the approved FY2018 Capital Improvements Program and allocate funding in the amount of $115,566.00 set forth in Exhibit “A”.
