Explanation:
The City of Hollywood’s Water Treatment Plant treats raw water from wellfields in the Biscayne and Floridan aquifers using three major treatment processes: lime softening, membrane softening (“MS”), and reverse osmosis. The City currently operates seven, three-stage, MS trains to treat Biscayne aquifer water for drinking water production. The MS system was originally constructed in 1995, with subsequent membrane replacements in 2004 and 2012.
The existing MS membranes have been operational for 11 years, have reached their useful life span, and must be replaced to improve system reliability and continue to meet treatment objectives.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing consulting engineering services contracts with five firms for water and wastewater projects, one of the firms being Brown and Caldwell (“B&C”). The Department of Public Utilities requested a proposal from B&C for engineering services related to the MS plant membrane replacement. B&C submitted a proposal to provide the required engineering services in an amount up to $234,393.36. Department staff evaluated the proposed scope and fee and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks the City Commission’s approval to execute Authorization to Proceed for Work Order B&C 24-03 for professional engineering services with B&C for the MS Plant Membrane Replacement, in an amount up to $234,393.36.
Upon authorization from the City Commission, the project will be completed in 20 months from the date of the Authorization to Proceed for Work Order B&C 24-03.
Fiscal Impact
Funding for this project requires amending the approved FY 2024 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
Department staff will manage this project. No additional staff is needed as a result of this project.
