Explanation:
On February 20, 2019, the City Commission passed and adopted Resolution No. R-2019-030 approving Administrative Policies governing new affordable housing programs funded pursuant to the Interlocal Agreement (“ILA”) among Broward County, the City of Hollywood and the Hollywood Community Redevelopment Agency.
Within the Administrative Policies was an Owner-Occupied Housing Rehabilitation Program that funded exterior home improvements, safety upgrades, and beautification to homes within the eligible ILA area.
Subsequently, staff identified certain “Demonstration Block Areas” within the ILA that can best demonstrate the positive influences of the Owner-Occupied Rehabilitation Program.
Rebuilding Together Broward County, Inc. has a long history of providing these services in Broward County and can provide a dedicated source of staffing to these areas while City staff can continue Owner-Occupied Housing Rehabilitation efforts Citywide.
Because of Rebuilding Together Broward County, Inc.’s staffing infrastructure, experience and unique ability to solicit volunteers, staff recommends that it is in the City’s best interest to have the administer the City’s Owner-Occupied Housing Rehabilitation Program within the Demonstration Block Areas.
Section 38.41(C)(9) of the Code of Ordinances provides that when the City Commission declares by a 5/7th vote that competitive bidding and competitive proposals are not in the best interest of the City, such purchases are exempt from the competitive bidding and competitive proposal requirements.
The initial term of the proposed Agreement is for two years, with an option to renew the Agreement for one additional two-year term under the same terms and conditions.
Participants are eligible for financial assistance up to $40,000.00. Assistance will be provided in the form of a Conditional Grant to the homeowner. Security instruments will be recorded in the public record requiring assisted properties to be maintained by the owner as a principal residence for a period of 10 years.
Fiscal Impact:
The total cost of the contract is $500,000.00 which includes $50,000.00 for administering, operating and monitoring the Owner-Occupied Housing Rehabilitation Program and $450,000.00 to provide financial assistance to an estimated 11 homeowners.
Funding for this project is available in the Owner-Occupied Housing Rehabilitation Program line item in account number 111.160502.51900.592020.001247.000.000.
