Explanation:
Background
As part of the General Obligation Bond approved by voters in 2019, one of the key projects in the Parks, Open Space, Recreational, and Cultural Facilities category was the revitalization of the Orangebrook Golf and Country Club. The subject site has a history and continues to be used as a golf and country club.
PPG GCF Orangebrook Owner LLC ("the Applicant") was selected as the successful respondent to the City of Hollywood's Request for Proposals issued in 2019 to form a public-private partnership (“P3”) to redevelop the subject property including improvements to the existing facilities.
These improvements were originally estimated to cost taxpayers $24.7 million. However, after soliciting proposals, the City opted for a P3 to complete the golf facilities improvements described in the General Obligation Bond project without using any taxpayer funds from the bond. Rather, the City is contributing a long-term lease of approximately 16 acres of land at the southeastern edge of the golf course for residential development and a smaller parcel for the construction of a resort hotel adjacent to the new clubhouse, the reason for the requested land use plan amendment.
This amendment preserves 36 holes of golf and other recreational uses on over 90% of the approximately 260-acre site.
Current Request
The proposed land use plan amendment represents the first phase in a multi-step land use (entitlement) process necessary for the redevelopment of the site. This amendment will enable the Applicant to meet its contractual obligations under the P3 Agreement with the City.
City staff have reviewed the proposed amendment and determined that it aligns with the policies and objectives outlined in the Comprehensive Plan, provided that the companion item (TMP-2024-651) is approved. Consequently, staff recommended approval to the Planning and Development Board (“PDB”), which, in its role as the Local Planning Agency, endorsed the application on September 10, 2024.
The current request involves an amendment to the City’s Comprehensive Plan to redesignate approximately 23 acres of land located generally at 400 Entrada Drive. It is important to note, the companion item to this request (24-L-54b) sought to establish a Commercial Recreation land use category in the Comprehensive Plan to support this request which involves 7.1 acres of the 23 acres being placed into this new land use designation from the existing Open Space and Recreation (“OSR”) designation.
Future Steps (if passed at first reading)
Upon completion of the first reading, the land use redesignation request will be forwarded to the Broward County Planning Council (“BCPC”) for a public hearing and recommendation. Following BCPC’s recommendation, the request will proceed to the County Commission for approval. After receiving approval from the County Commission, the amendment will be transmitted by the County to the Florida Department of Commerce for review and comment. The item will then return to the City Commission for a second reading. Following the second reading the City will need to recertify the land use plan with the County.
Once these designations are established in both the Broward County and City of Hollywood Comprehensive Plans, the applicant will need to submit a rezoning request to change the property's zoning district to one that supports the proposed mixed-use development.
Following the rezoning, the applicant will submit detailed design and site plan applications, which will outline the placement of buildings, roadways, open spaces, and their respective uses on the property. These applications will be presented to the City Commission for final approval at a future date. Currently the programming the applicant is proposing on the property includes:
• Multifamily residential uses: 750 dwelling units, a total density of 45.2 du/acre;
• Commercial Recreation uses: 15,000 SF clubhouse & 175-room resort (FAR of <3.0);
• General office uses (non-city related): 45,000 square feet (FAR of <3.0);
• Open Space and Recreation uses: Multi-mile publicly accessible linear park, renovation of 36-hole golf course, including an 18-hole championship course and an 18-hole Par 3 course, upgraded putting/chipping area, 9 illuminated holes for evening play, and a driving range.
Fiscal Impact:
The approval of this ordinance will support the existing P3 for the redevelopment of the site at 400 Entrada Drive which will improve the City’s fiscal health. Through the redevelopment of underutilized public land into a mixed-use development, the City will experience increased operational revenues through the future lease agreements for the facilities to be located on City property.
Conclusion:
In summary, the proposed ordinance to amend the Comprehensive Plan and redesignate 23.7 acres at 400 Entrada Drive is crucial for advancing the City’s economic vitality. This land use change will enable a mixed-use redevelopment and support the responsible and gentle repurposing of public lands to support the City’s fiscal health. With the Planning and Development Board’s approval and staff recommendation, this amendment promises significant long-term fiscal benefits, including economic development and increased housing supply, while effectively leveraging private investment and minimizing financial risk.
