Explanation:
The Public Works Department, Fleet Division, on behalf of the Police Department requires the purchase of four (4) Dodge Charger PPV (Police Package Vehicle) Police Sedans to replace those Detective Bureau vehicles that have reached or surpassed their life expectancy and road worthiness by age, mileage and wear and can no longer be relied upon to perform at required operational levels.
 
The Dodge Chargers will replace four (4) in service Police Department vehicles which will be removed from the City's fleet. The Fleet Division will then evaluate and assess the mechanical and operational condition of the replaced vehicles and  also review the overall citywide fleet needs prior to recommending the vehicle  final disposition.  
 
The requested vehicles were competitively bid through the Florida Sheriffs Association, Florida Association of Counties & Florida Fire Chiefs' Association, pursuant to Bid Award Number 14-22-0904 for the use and reliance of government entities within the State of Florida.
 
The Southern Region's awarded vendor, AutoNation Chrysler Dodge Jeep of Pembroke Pines, Florida was contacted regarding availability of the Dodge Chargers and they advised that they could provide four (4) 2015 Dodge Charger PPV Police Sedans as needed by the City.
 
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The Department of Financial Services has established Budget Account Number 57.5100.15106.590.036452 for the requested purchase and the Budget Administration Division will fund the budget account number.
 
The Director of Public Works, the Police Chief, and the Director of Procurement Services recommend that the City Commission approve the issuance of  a Purchase Order between AutoNation Chrysler Dodge Jeep of Pembroke Pines, Florida for the purchase of four (4) 2015 Dodge Charger PPV Police Sedans in the amount of $103,636.00.
