Explanation:
The 2007 Water System Master Plan identified the need to replace aging infrastructure throughout the City and to install additional infrastructure to improve the level of service within the City’s water system. The City’s water distribution system consists of over 600 miles of pipelines with diameters ranging from 2-inch to 36-inch. The Water Main Replacement Program prioritizes the replacement of the water mains based on the age of the pipelines, type of pipe material, repeated pipeline breaks in the areas, and water quality issues. The City-wide Water Main Replacement Program identified the need to replace old water distribution infrastructure and install 4-inch diameter through 12-inch diameter water mains within the area bounded by Pembroke Road to Hollywood Boulevard between South Federal Highway and South 21st Avenue, referred to as the “Parkside Water Main Replacement” project.
On December 3, 2014, pursuant to Resolution No. R-2014-359, the City Commission approved a proposal from Atkins North America, Inc., in the amount of $587,453.00, to provide professional engineering services for the design, permitting, bidding, and limited engineering services during construction of the project. On June 11, 2020, the Department of Public Utilities staff advertised the project, soliciting for qualified construction services, and on July 23, 2020, 13 bid proposals were received at the Office of the City Clerk and were publicly opened at the City’s Southern Regional Wastewater Treatment Plant. After thoroughly evaluating the bid proposals for compliance with the contract documents, Atkins North America, Inc.’s staff determined that the low bidder, Man Con, Incorporated, is the lowest responsive, responsible bidder. The Notice of Intent to Award related to the project was posted on the City’s website and on DemandStar on August 26, 2020 and resulted in no bid protests.
Additionally, the Department of Public Utilities staff requested a proposal from Kimley-Horn and Associates, Inc. to provide construction administration services and additional limited engineering services for the project and Kimley-Horn and Associates, Inc. submitted a proposal in the lump sum amount of $337,945.13.
The Department of Public Utilities staff recommends the City Commission approve and authorize the appropriate City officials to execute the attached contract with Man Con, Incorporated in the amount of $9,740,234.00, and to execute the attached Authorization to Proceed for Work Order No. KHA 21-01 with Kimley-Horn and Associates, Inc. for construction administration services and additional limited engineering services in the lump sum amount of $337,945.13. The tasks described in the Contract will be completed approximately 730 days from the date of Notice to Proceed (NTP).
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
On February 5, 2020, the City Commission passed and adopted Resolution No. R-2020-039 that included funding in the amount of $12,846,400.00 from the State Revolving Fund Loan Program (“SRF”) through the Florida Department of Environmental Protection.
Funding for this project requires amending the approved FY 2021 Operating Budget and the FY 2021 Capital Improvement Plan as detailed in Exhibit “1”, subject to approval of this resolution.
