Explanation:

On December 12, 2023, an Authorization to Proceed (“ATP”) was finalized and on December 27, 2023, Purchase Order PFY-2401355 was created for architectural and engineering services for the Stirling Road Pedestrian Lighting Project in the amount of $10,083.00.  The original scope is to provide proposed improvements that consist of an upgrade to the pedestrian lighting by adding fixtures to the existing transmission poles on Stirling Road.

 

Craven, Thompson & Associates, Inc. (“Craven”) performed photometrics lighting studies for the pedestrian sidewalks between Sarazen Drive and NW 46th Avenue per Florida Department of Transportation (“FDOT”) and Florida Power and Light (“FPL”) pedestrian lighting standards.

 

On February 5, 2023, the City and Craven met with FDOT to review the work performed and FDOT determined that the design requires the City to provide a complete photometric upgrade to the existing roadway lighting system on the eastbound and westbound traffic lanes of Stirling Road between Sarazen Drive and NW 46th Avenue, not just pedestrian lighting. This work did not include the lighting of the roadway itself, as there are streetlights on the north side of Stirling Road for traffic. FDOT is requiring a Specific Use Survey and additional photometric design layouts, which expands the scope of work limits from the south pedestrian sidewalk to the full roadway system, including the sidewalk on the north.

 

Section 38.48 of the Procurement Code states that all change orders that the City Manager is not authorized to approve must be formally approved by the City Commission, including change orders where the sum of all change orders issued under the contract exceed $100,000.00 or ten percent of the original contract amount.

 

Craven provided a proposal in the amount of $44,422.00 for the additional design work to be completed on the project per FDOT requirements. 

 

The Director of Design and Construction Management recommends issuing an Authorization to Proceed No. 2 to increase the contract amount from $10,083.00 to $54,505.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2024 Capital Improvement Plan, and is available in account number 334.179901.54100.564531.001746.000.000.
