Explanation:
The Department of Public Utilities (“Department”) needs qualified firms to provide construction services in various areas throughout the City to address routine flooding conditions following regular rain events.
As part of this ongoing drainage improvements program, the Department recommends that projects, including but not limited to the following list, be designed and constructed over the next two years:
• 1179 Johnson Street - Outfall Replacement
• S 12 Avenue and N Southlake Drive - 60” Flap Gate Replacement
• 1000 Washington Street - 24” Flap Gate Replacement
• Stormwater Pump Station SW-09 Wet Well Retaining Wall Repair/Replacement
• 5130 McKinley Street and Emerson Drive - Swale Restoration
• 724 Park Court - Drainage System Installation
• 2034 Thomas Street - Drainage System Installation
• 1200 Van Buren Street - Regrading
• Polk Street and N 14 Court - Swale Restoration
• 2722 Scott Street - Drainage and connection to an existing outfall
• 3621 N 52 Avenue - Drainage and connection to an existing outfall
• 3110 N 52 Avenue - Drainage and connection to an existing outfall
• Connection from Liberty Street Lake through Rotary Park to the C-10 Canal
• Hollywood Hills - Polk St Drainage Improvements - Phase I
• Sheridan Street Drainage Improvements Phase I - Detention Storage
• Sunset Park Drainage Improvements Phase I - West Ditch Improvements and Johnson Street Culvert
• 6333 Fillmore Street - Swale Regrade

Additional projects may be added to the list of drainage projects if the need is identified and resources remain available. Department staff prepared bid documents IFB-039-23JJ for 2023 Drainage Improvements, based on 275-unit prices.
On January 19, 2023, an Invitation for Bid No. IFB-039-23-JJ (“IFB”) was electronically advertised on OpenGov to solicit for qualified and experienced firms to provide as-needed construction services for drainage improvements throughout the City in accordance with the Section 38.43(A) of the Procurement Code. On February 22, 2023, bid proposals were received and opened for Bid No. IFB-039-23-JJ, with the below results:

Department and Office of Procurement and Contract Compliance staff thoroughly reviewed and evaluated the submitted bids, and Southeastern Engineering Contractors, Inc., Man Con, Inc., and The Stout Group, LLC, were determined to be the three lowest responsive and responsible bidders.
Per bid documents and expectation that not all unit price items will be utilized for a project, the three responsive, responsible low bidders will be awarded contracts in the following amounts:
• First responsive, responsible low Bidder - Not to Exceed $1,200,000.00
• Second responsive, responsible low Bidder - Not to Exceed $1,000,000.00
• Third responsive, responsible low Bidder - Not to Exceed $800,000.00
On March 14, 2023, a Notice of Intent to Award was posted on the City’s website and on OpenGov and resulted in no bid protests.
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-284, which authorized the execution of continuing professional consulting engineering services contracts with five firms for water, sewer, reuse and stormwater infrastructure project, one of the firms being Craven, Thompson & Associates, Inc. On August 9, 2021, the continuing services contract with Craven, Thompson & Associates, Inc. was renewed for an additional two-year period.
Department staff requested a proposal from Craven, Thompson & Associates, Inc. to provide as-needed support of design and construction administration for this project and the firm responded with a proposal to provide these needed services in an amount not to exceed $500,000.00.
This agenda item seeks approval of execution of the attached construction contracts with Southeastern Engineering Contractors, Inc., Man-Con, Inc., and The Stout Group, LLC, in amounts not to exceed $1,200,000.00, $1,000,000.00, and $800,000.00, respectively for construction services related to 2023 Drainage Improvements, and to execute an Authorization to Proceed for Work Order No. CTA 23-02 with Craven, Thompson & Associates, Inc. in an amount not to exceed $500,000.00 for as-needed support of design and construction administration for this project.
These contracts are for an initial term of two years, with two additional one-year renewal terms, at the option of the City and under the same terms and conditions. Upon authorization from the City Commission, the estimated time to substantially complete the project will be two years from the Notice to Proceed date.
Fiscal Impact
Funding for this project was included in the FY 2023 Capital Improvement Plan and is available in account number 443.419901.53800.563010.001685.000.000.
Department of Public Utilities staff will manage this project. No additional staff is needed for this project.
