Explanation:

The Fleet Management Division of the Department of Public Works seeks to execute a Master Services Agreement to establish a backup vendor for the purchase and delivery of unleaded gasoline and diesel fuel to the Central Fueling Facility. This agreement is intended to ensure continuity of operations for City vehicles and equipment in the event of unexpected disruptions. This need is critical given that nearly 63,000 gallons of fuel are dispensed monthly in support of City operations, and an average of 168 City vehicles are refueled daily.

 

The requested fuel delivery and related services were competitively procured by Sourcewell through Request for Proposals (RFP) 121522, issued on October 27, 2022, and awarded to Mansfield Oil Company of Gainesville, Inc. under Contract #121522-MNF. The contract term extends from February 1, 2023, through February 10, 2028.

 

Mansfield has agreed to extend the same pricing, terms, and conditions to the City under this cooperative contract. The anticipated period of performance for the City’s use of these services is from June 3, 2026, through February 10, 2028, with an annual expenditure not to exceed $1,000,000.00.

 

Fiscal Impact:

A portion of the funding for the Master Services Agreement is available in the FY 2026 Operating Budget in account numbers 557.510101.51900.552110.000000.000.000, 442.400601.53600.552110.000000.000.000, 442.400602.53600.552110.000000.000.000, 001.300301.57500.552110.000000.000.000, 001.215101.52200.552110.000000.000.000, 557.510101.51900.552610.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission.
