Explanation:

The Department of Public Utilities (Department) maintains and operates the City’s 59.5 million gallons per day (MGD) Water Treatment Plant (WTP).  The Department identified several assets at the WTP that need maintenance, repair, or replacement, some of which are more than 50 years old.  The projects identified by the Department as WTP Maintenance Package A include the following:

 

                     Degasifier No. 2, 3 and 4 Media Replacement

                     Lime Silo Structure Repair

                     Silo Dust Collection System Rehabilitation/Replacement

                     Sludge Drum Thickener/Dewatering Equipment and Building

                     Storage Tank No. 3 and No. 4 Valve Replacement

                     Clear Well Sample Line Leak Repair/Replacement

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services contracts with five firms for water and wastewater treatment plant projects, one of the firms being Arcadis U.S., Inc. (Arcadis).

 

The Department requested a proposal from Arcadis to provide preliminary engineering, detailed design, permitting coordination, and bidding assistance services for these.  Arcadis proposed to provide the aforementioned services for up to $385,124.00.

 

This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. ARC 24-04 with Arcadis in an amount up to $385,124.00.  The project is estimated to be completed within 30 weeks of the issuance of the Authorization to Proceed.

 

 

Fiscal Impact

Funding for this project was included in the amended FY 2024 Capital Improvement Plan, and is available in account number 442.409904.53600.503013.001786.000.000.  Department staff will manage this project.  No additional staff are needed as a result of this resolution.
