Explanation:

The Department of Public Works requested that Procurement Services solicit bids for the Jefferson Street Dune Renovation Project which includes the identification and removal of exotic vegetation, while minimizing the impact to native vegetation, and replanting the dune with native species.

                     

On October 13, 2016, Notification of Bid Number 4535-17-PB was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).

 

RFP-4535-17-PB was opened at 3:00 p.m. on November 7, 2016, and resulted in the following two (2) responses:

                                          

                                          GC Works Inc.                                                               $123,319.00

                                          Miami, Florida

 

                                          EarthBalance Corporation                                          $157,350.00

                                          North Port, Florida                                                                                                                                                   

                     

The bid submitted from GC Works, Inc. was determined to be non-responsive as they failed to provide references of similar size and nature to include exotic plant removal and dune restoration work as specified in the bid document.

 

Although the City of Hollywood has no prior experience with EarthWorks Corporation, a check of their references has resulted in positive responses as related to similar projects.

 

After all Bids received were thoroughly reviewed, the Director of Public Works and the Contract Compliance Officer have recommended that the City Commission approve award to the lowest responsive, responsible bidder, EarthBalance Corporation of North Port, Florida, who meets all requirements of the bid document.

 

Award is subject to the City receiving all insurance required and approved by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.

 

On October 5, 2016 the City Commission approved R-2016-291 which continued the appropriation for previously approved Capital Projects from FY 16 to FY 17 and included $70,000.00 of the funding for the Dune Restoration Project and is available in account numbers 34.5100.15496.572.016312 and 34.5100.15496.572.026312.

 

On September 28, 2016 the City Commission adopted R-2016-285 which adopted the FY 17 Capital Improvement Plan and included funding for Tree Replacement related projects and $16,000.00 is available in account number 34.5100.37167.537.006304.

 

The estimated total project cost including consultant fees and permits is $171,850.00 of which $86,000.00 will be provided by the City and the remainder of funding will be provided by the CRA and will be made available in a CRA Account Number.
