Explanation:
The Hollywood Beach Community Redevelopment Agency ("CRA") Plan identified the need to redevelop the A1A corridor by improving circulation for pedestrians, bicyclists, and motorists and by undergrounding the overhead utilities lines along State Road A1A.
On September 4, 2023, the City passed and adopted Resolution No. R-2013-251, expressing a commitment to Complete Streets policies and practices that help to encourage the design, planning and construction of safer, healthier streets and ultimately increase physical activity and the health of neighborhoods.
On February 6, 2019, the CRA passed and adopted Resolution No. R-BCRA-2019-09, authorizing the appropriate CRA officials to negotiate and execute a contract with Kimley-Horn and Associates, Inc. (“KMH”) which was the highest ranked firm of the three firms that were selected to provide engineering services for the CRA Phase IV Streetscape project.
The CRA desires to include the upgrade of five signals in the A1A corridor as part of Phase IV Streetscape. The CRA requested a proposal for the consulting fees for the complete scope of professional services required to issue the construction documents for the signals conversion attached as "Exhibit A".
KMH provided a proposal to upgrade five pedestrian and traffic signals located at: just north of State Road 858, near Sea Air Towers, near The Residence on Hollywood Beach, signal at Iris Terrace, and signal at Crocus Terrace, which staff has determined to be fair and reasonable and in accordance with industry standards. KMH shall provide design for converting the five existing signals to mast arm type signals.
KMH shall provide services such as pre-application coordination, base mapping, signal plans, mast arm structural calculations, permitting through Broward County Traffic Engineering Division and Florida Department of Transportation, utility coordination, and construction services.
It is in the best interest of the CRA to complete the signal upgrade task as part of the Phase IV Streetscape project to implement the completion of the design in an expeditious way and attempt to include the construction of the project as part of the Phase IV Streetscape scope of work. The CRA desires to issue an Authorization to Proceed to KMH for the above-mentioned project scope and fee.
