Explanation:

Second Reading

Since the June 2, 2021 City Commission (Transmittal) hearing, the Applicant has received all required approvals from the County and State.

 

During consideration by Broward County, the Applicant voluntarily committed to restrict 10% of the proposed dwelling units (at least 380 dwelling units) as affordable housing units at the “moderate-income” level (up to 120% of median income) for a minimum of 30 years, which shall be reflected in the Land Use text.

 

At this time, the Applicant is in the development phase of the proposed site and has not yet formally submitted an application to the City.

 

First Reading

The subject site comprises approximately 112.5 gross acres situated south of Stirling Road and east of Interstate 95.

The request is to amend the Land Use element of the City’s Comprehensive Plan Element to change the land use designation from General Business and Open Space and Recreation to Activity Center (Oakwood Activity Center). The intent of the Land Use Amendment is to identify parcels on Stirling Road with inappropriate land uses or are inappropriately sized or shaped and provide incentives for improvement or relocation of the uses, as suggested in the City’s Comprehensive Plan.

 

It is anticipated that during Site Plan approval, the Applicant will request a rezoning to Planned Development (PD). This will allow for the future development of 1.2 million square feet of retail, 1.89 million square feet of office, 3,800 residential units and 625 hotel rooms. The proposed amendment will significantly increase the City’s housing stock, expand the existing commercial footprint of the city and spur economic growth. The Applicant, who also owns the Dania Pointe development to the north, envisions an expansion of that development typology into the Oakwood Activity Center. At the April 13, 2021, Planning and Development Board meeting the Board forwarded a recommendation of approval.
