Staff Recommends: Approval of the attached Resolution.

 

 

Explanation:

This item was heard by the Planning and Development Board, sitting as the Local Planning Agency, on September 8, 2026. By a vote of 5-1, the Board recommended approval with staff’s conditions:

 

1.                     Final adoption and effectiveness of the pending Comprehensive Plan amendments establishing and authorizing the Tourism Incentive Density Entitlement Program, including the amendments permitting hotel density to exceed otherwise applicable Comprehensive Plan limits through formal City Commission action.

2.                     Final adoption and effectiveness of Section 4.26, the Official Hollywood Beach Overlay Regulating Plan Map, and the Hollywood Beach Overlay Urban Design Guidelines establishing the TIDE eligibility, allocation, public-benefit, infrastructure, design, administration, and sunset framework.

3.                     The resolution shall establish an available inventory only and shall not allocate TIDE rooms to any individual property, establish vested density, reserve infrastructure or evacuation capacity, or constitute a finding that the entire inventory may be developed simultaneously.

4.                     Prior to the allocation of TIDE to an individual development, the proposed development shall demonstrate consistency with the Hollywood Beach Overlay District and compliance with the City's applicable development review standards, these matters shall be evaluated through the City's established site plan and permitting processes, consistent with the Comprehensive Plan, Zoning and Land Development Regulations, applicable Florida Statutes, and other applicable requirements.

 

The Request

The proposed Resolution establishes an initial inventory of 2,300 hotel rooms for the Tourism Incentive Density Entitlement (“TIDE”) Program established through the Hollywood Beach Overlay District.

 

Staff’s analysis provides planning-level support that sufficient capacity exists within the broader system to establish the proposed 2,300-room TIDE inventory. Establishment of the inventory does not constitute a project-specific determination of concurrency or infrastructure availability, nor does it change the City's existing development review process. As occurs today for development utilizing density, intensity, or other bonuses authorized through the Comprehensive Plan or Zoning and Land Development Regulations, more detailed evaluation of available capacity will occur at the time of site-plan review for each individual development proposal. Each project will therefore remain subject to the City's existing concurrency, development review, and permitting requirements prior to approval and construction.

 

The Resolution also establishes administrative tracking requirements and provides that future modification of TIDE inventory remains subject to City Commission action.

 

Background

This program is separate and apart from the City’s existing Hotel Room Pool which remains an available regulatory mechanism, and the City Commission may make additional inventory available for future allocation in accordance with applicable requirements.

 

The City is concurrently advancing the Hollywood Beach Overlay District as a voluntary five-year framework for coordinated redevelopment while undertaking a broader Hollywood Beach Master Plan and related infrastructure and planning studies.

 

The Resolution does not modify underlying as-of-right development entitlements, establish a development moratorium or eliminate the existing Hotel Room Pool program. The action concerns the administration of presently unallocated City-controlled hotel room inventory.

 

 

Conclusion

Staff recommends approval of the Resolution establishing a 2,300-room TIDE inventory.

 

The proposed action preserves the existing Hotel Room Pool program while establishing a coordinated mechanism for evaluating additional hotel room capacity through the Hollywood Beach Overlay District.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal for establishment of hotel rooms inventory.
