Explanation:
The Florida Department of Transportation (“FDOT”) is currently in the construction phase of the Complete Streets Local Initiative (“CSLIP”) which includes improvements along State Road 5/US-1 from Pembroke Road to Sheridan Street. Once completed, the City and the Community Redevelopment Agency (“CRA”) are responsible for the landscaping scope of work and installation.
After a variety of meetings and discussions with FDOT, the City is required to submit a variance request for the planting of the trees close to the edge of the curve since the previously approved Transportation Design for Livable Community category designation, that offered flexibility in landscaping design options from traditional FDOT projects, was abandoned and no longer applicable.
As part of the FDOT variance request, the City needs to develop and submit preliminary conceptual plans for the proposed design option(s).
The City/CRA negotiated a project scope and fee in an amount up to $32,920.00 with Bermello Ajamil and Partners (“Bermello”) that staff has determined to be fair and reasonable and in accordance with industry standards. Bermello is currently under a Professional Service Agreement to provide continuing services for architecture and landscaping services.
The cumulative total contracts that Bermello has been awarded by the City in Fiscal Year 2023, and that are currently active, exceed $100,000.00; therefore, as per Section 38.43(F1) Code of Ordinances, City Commission approval is required for any subsequent contract.
The Director of DCM recommends that the City Commission approve and authorize City officials to execute the attached Authorization to Proceed with Bermello for the beautification and landscaping improvements to State Road 5/US-1.
Fiscal Impact:
The City’s funding for this agreement in the amount of $19,752 is available in the FY 2023 Operating Budget in account number 334.179901.54100.563030.001361.000. 000.
The CRA will contribute $13,168.00 which is available in the FY 2023 Operating Budget in account number 166.668605.55200.531170.000000.000.000.
