Explanation:
The Department of Public Utilities (“Department”) is responsible for the planning, design, construction management, and inspection of utility engineering projects.
The City has a Right of Way Agreement with the Florida Department of Transportation (“FDOT”) under which the City is responsible for relocating and adjusting City-owned utilities within an FDOT right of way that conflicts with FDOT improvement plans.
Under the aforementioned agreement, FDOT has requested that the City perform the below alterations at the following locations:
• Relocation of approximately 200 linear feet of 6-inch sewer force mains (culvert extension) under Florida’s Turnpike near N 30th Street for FDOT Project No. 446224
• Relocation of approximately 350 linear feet of 2.5-inch water mains and 350 linear feet of 8-inch sewer force mains along A1A north of Franklin Street for FDOT Project No. 448576.1
• Relocation of approximately 200 linear feet of 12-inch water mains along A1A north of Sherman Street for FDOT Project No. 448574.1
• Relocation of approximately 150 linear feet of 12-inch water mains along A1A north of Van Buren Street for FDOT Project No. 448577.1
• Installation of approximately 300 linear feet of 53-inch stormwater culverts crossing Johnson Street east of I-95 under a Joint Participation Agreement under negotiation by the City and FDOT
The Department desires to obtain professional engineering consulting services related to the design, permit, bid, and construction management of these utility relocation and installation projects.
On September 6, 2023, the City Commission passed and adopted Resolution No. R-2023-277, which authorized the execution of Continuing Services Agreements with eight firms for water, sewer, reuse, and stormwater infrastructure projects, one of the firms being Gannett Fleming, Inc.
Department staff requested a proposal from Gannett Fleming, Inc. for professional engineering support services for the referenced projects. Gannett Fleming, Inc. submitted a proposal to provide the requested services in an amount of up to $400,000.00. Department staff evaluated the scope and fee of the proposal, and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute an Authorization to Proceed for Work Order GF 24-01 with Gannett Fleming, Inc. for professional engineering services related to utility relocations and installations requested by FDOT, in an amount up to $400,000.00, based upon the project scope, fees, terms and conditions of the existing Continuing Services Agreement.
Upon authorization from the City Commission, Gannett Fleming, Inc. will complete the professional engineering services within 2 years from the date of issuance of the Authorization to Proceed.
Fiscal Impact:
A portion of the funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 443.419901.53800.563010.000913.000.000.
The balance of the funding for this project requires amending the approved FY 2024 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
Department staff will manage this project. No additional staff are needed as a result of this project.
