South Florida public water systems face several water supply challenges including saltwater intrusion to well fields and periodic droughts. One of the best adaptations to limitations on water supplies is conservation. Water conservation is cost effective and many conservation practices can be easily implemented. The biggest water use in this area, not related to health and safety, is landscape irrigation.
With these factors in mind, the Department of Public Utilities (“DPU”) seeks to incorporate greater water conservation measures into current local irrigation practices. The DPU has reviewed various South Florida Water Management District (“SFWMD”) recommended landscape irrigation requirements and determined that these can be substantially incorporated into Chapter 51 of the Hollywood Code of Ordinances. Incorporating the proposed changes will allow for adequate irrigation to sustain landscaping health while reducing unnecessary irrigation and optimizing irrigation timing and other practices.
The aforementioned ordinance changes also factor into a number of City permits and activities, including the Water Treatment Plant’s Consumptive Use Permit from the SFWMD, Florida Administrative Code Chapter 40E-2, and the DPU Water Supply Plan.
The DPU recommends that the City Commission approve and authorize the appropriate City Officials to execute the attached ordinance changes.
