Explanation:
The Florida Department of Transportation (“FDOT”) has completed the construction phase of the Complete Streets Local Initiative which includes improvements along State Road 5/US-1 from Pembroke Road to Sheridan Street. The City and the Community Redevelopment Agency (“CRA”) are responsible for the landscaping along this area.
After a variety of meetings and discussions with FDOT, the City was required to submit a variance request for the planting of the trees close to the edge of a curve since the previously approved Transportation Design for Livable Community category designation that offered flexibility in landscaping design options from traditional FDOT projects was abandoned and no longer applicable.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-237 authorizing Bermello Ajamil and Partners, Inc. to provide landscape conceptual design and variance request support for this imitative. The variance request was submitted to FDOT and approved on January 9, 2026.
On September 20, 2023, the City Commission passed and adopted Resolution No. R-2023-292, authorizing the appropriate City officials to apply for and, if awarded, accept the Florida Beautification Grant, and enter into a beautification grant, landscape construction, and maintenance memorandum of agreement with FDOT.
The City/CRA negotiated a project scope and fee in an amount up to $191,061.92 with Bermello Ajamil and Partners, LLC, (“Bermello”) that staff have determined to be fair and reasonable and in accordance with industry standards. Bermello is currently under a Professional Services Agreement to provide continuing services for architecture and landscaping services.
The Director of the Department of Design and Construction Management recommends that the City Commission approve and authorize City officials to execute the attached Authorization to Proceed with Bermello for landscape design services for State Road 5/US-1 and an Interlocal Agreement with the CRA for landscape design services funding.
Fiscal Impact:
Funding for the authorization to proceed in the amount of $114,637.15 is available in the FY 2026 Operating Budget in account number 334.179901.54100.563030.001361.000.000.
The CRA will reimburse the City up to $76,425.00 from account number 166.669902.55200.563010.001748.000.000.
