Explanation:
On March 23, 2022, the Department of Design and Construction Management (“DCM”) and the Office of Procurement and Contract Compliance issued Request for Qualifications RFQ-4721-22-GJ for Construction Manager at Risk (“CMAR”) services in order to solicit Statements of Qualifications from CMAR firms in three tiers with individual rankings and submittals for each.
On September 21, 2022, the City Commission passed and adopted Resolution No. R-2022-271, ranking CMAR firms selected under Request for Qualifications RFQ-4721-22-GJ, and authorizing the appropriate City officials to execute Continuing Service Agreements with the highest-ranked firms in each tier level to provide Construction Management at Risk services. Lebolo Construction Management, Inc. (“Lebolo”) is one of these firms. On September 17, 2025, the Continuing Services Agreement with Lebolo was renewed for the first of two allowable one-year renewal periods.
Lebolo’s Phase I Pre-Construction Services Agreement for the Five Bridges Repairs project has been completed. The City has decided to move forward with the Johnson Street Bridge and Sherman Street Bridge Repairs project at this time for Phase II Construction Services in order to prioritize the highest needs bridges with the available funding. Lebolo has provided DCM with a Guaranteed Maximum Price (“GMP”) proposal for Phase II Construction Services for this project in an amount up to $4,325,824.20, which staff has determined to be fair and reasonable and in accordance with industry standards.
The contract includes $395,772.00 of Owner’s Contingency to address any unforeseen conditions that may arise during construction.
The contract also includes $680,000.00 of Owner’s Contingency Allowance to complete additional bridge repairs on the Taft Street Bridge and/or the N. 29th Avenue bridge. The bridge repair design on both Taft Street Bridge and N. 29th Avenue bridge is complete and permitted at this time. This would allow for some of these needed repairs to be added to the GMP through a change order if sufficient project funding is available to complete the additional work, after construction is underway. This will allow the additional work to be completed more cost-effectively, as the contractor will already be mobilized on the adjacent bridge projects.
It is in the best interest of the City to enter into an agreement with Lebolo Construction Management, Inc. to provide Phase II Construction Services for the Johnson Street Bridge and Sherman Street Bridge Repairs project pursuant to the attached agreement. DCM recommends that the City Commission approve and authorize the execution of the attached Construction Management at Risk Phase II Construction Services Agreement with Lebolo for the Johnson Street Bridge and Sherman Street Bridge Repairs project, for a total Guaranteed Maximum Price in an amount up to $4,325,824.20.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan, and is available in account numbers 336.149901.54100.563010.001242.000.000, and 334.179901.54100.563010.001739.000.000.
