Explanation:
The City of Hollywood’s Water Treatment Plant (“WTP”) is a 59.5 million gallons per day plant that provides high quality water to the residents of the City and also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation. The City of Hollywood WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C and has an emergency connection with the City of Dania Beach to maintain its system pressure.
The Department of Public Utilities is requesting approval to purchase Nalco PC-1850T Antiscalant and 3D Trasar Technology for use on the reverse osmosis and nano filtration membranes. Antiscalant is a pretreatment water additive used to prevent scale formation and the resultant fouling of reverse osmosis and nano filtration membrane surfaces. Scaling of these membranes can prevent them from functioning. Nalco Water, Inc. is the sole manufacturer and distributor of Nalco PC-1850T Antiscalant used in the RO 3D TRASAR patented process, which provides both chemical and component monitoring of real-time chemical addition.
On December 20, 2022, the Office of Procurement and Contract Compliance posted a Notice to Sole Source Number NTSS-040-23 to purchase Nalco PC-1850T Antiscalant and 3D Trasar Technology, issued an electronic notification to various vendors, and identified December 29, 2022, as the posting expiration date. The Office of Procurement and Contract Compliance received no responses to Notice to Sole Source Number NTSS-040-23.
The Director of the Department of Public Utilities and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of the attached Blanket Purchase Agreement with Nalco Water, Inc. for the delivery and supply of Nalco PC-1850T Antiscalant and 3D Trasar Technology in an annual amount of $195,000.00.
Fiscal Impact:
A portion of the funding for this service is available in FY 2023 Operating Budget in account number 441.400501.53600.552330.000000.000.000, and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
